General Recommendations

On 11- 12 June 1998, the conference "Toward a Gender-Sensitive Asylum Policy in Europe," organised by the National Council of Women in Belgium (Dutch speaking), NVR, the Netherlands Humanist Committee on Human Rights, and the United Nations High Commissioner for Refugees, brought together nearly 150 persons, primarily from refugee and women’s organisations to discuss current problems encountered by women asylum seekers and refugees in European asylum countries and to identify policies and strategies for positive changes in the asylum process to address these problems in accordance with principles and standards of international refugee and human rights law. Following the conference, the attached Conclusions and Recommendations of the conference were published by the organisers as part of the final report of the Conference. These Conclusions and Recommendations have now been translated from their original English version into the three other official languages of the European Union.

The Conclusions and Recommendations include the following sections:

Conclusions: The Conclusions provide the basis for the recommendations. Specifically, the conclusions highlight the need for changes in the asylum process in European countries to ensure that the rights of women asylum seekers and refugees are fully respected.

General Recommendations: These highlight specific actions which need to be taken by the European Union, European governments, UNHCR and non governmental organisations and others to ensure that the rights of women asylum seekers and refugees are fully respected.

Thematic Recommendations: These provide points relating to women asylum seekers and refugees which should be incorporated into policies, positions and guidelines adopted by the European Union and by European governments.

Appendix I: The Appendix contains suggested advocacy/lobbying approaches which may be utilised by non governmental organisations and others.
