The Serbian Network for European Women's Lobby joined the EWL at the GA in 2013.

Network for European Women's Lobby/Mreza za Evropski Zenski Lobi, Serbia
Founded in 2009, the Network for European Women's Lobby Serbia is an umbrella organisation of women's organisations which brings together 19 women's organisations representing the diversity of women in Serbia, encompassing organisations working on women's peace, the rights of lesbian, Roma women, and women with disabilities; research and violence against women covering all the regions in Serbia.
The main activities of the Network include:

The European Women's Lobby is pleased to unveil its 2013 Barometer on Rape in Europe.

Thanks to the work and expertise of the experts to the EWL Observatory on violence against women, the EWL has produced a strong policy document analysing the incidence of Rape in Europe.

The Barometer is a very important tool to get a European overview of national actions on violence against women and compare European countries with regards to their commitment to eradicate such violence.

In a year that has seen unprecedented coverage of stories of sexual violence and sexual assault globally, what do you know about the situation in Europe? How are people who are raped treated in each Member State? Do the definitions of rape match from Member State to Member State? What constitutes consent? What constitutes resistance? Now that we have cross-border protection orders, wouldn't it make sense to have similar definitions of rape? The EWL Barometer 2013 gives visibility to this topic and presents the major challenges faced today in Europe. It covers 32 countries and shows how national legislation complies, or fails to comply with the Council of Europe Convention definition of rape.

Following the 2011 Barometer on National Action Plans on Violence against Women in the EU, the EWL Centre on Violence against Women will present the findings from the 2013 Barometer focusing on rape.

The Barometer is the fruit of collaboration of the expert network of the EWL Observatory on Violence against Women, with the support of Friedrich-Ebert-Stiftung-EU Office.

Findings include:

How national legislation complies or fails to comply with the Council of Europe Convention definition of rape
The existence of support and treatment services for victims

Covering 32 countries the Barometer provides a snapshot of the situation across Europe and highlights areas where change is urgently needed. The meeting will bring together country experts and leading advocates to discuss the report's findings and implications for policy at both national and European level.

In this context, the EWL Barometer reflects women's organisations' call for concrete policy action at European level to build a Europe free from all forms of male violence against women.

ENAR Foundation Awards – Just another ceremony?

Over the last decade, the political climate in Europe has changed considerably. The progress towards equality and a better life for all is currently threatened by the rise of racism, xenophobia, and discrimination. The struggle for equality of all human beings must not lose further ground and be reduced to a utopia of the past. In this context, ENAR Foundation's mission is to keep the goal of equality for all human beings alive.

Therefore, ENAR Foundation organises for the second time the Awards Gala for projects and actions contributing to the achievement of a racism-free Europe.

(Brussels 12 June 2013) In 2011, the Council of Europe Committee of Ministers adopted the Convention on preventing and combating violence against women and domestic violence, or Istanbul Convention. Two years later, how much progress has been done in terms of signature and ratification of the Convention?

20 EU Members States signed the Convention and only one, Portugal, ratified it on 5 February 2013. The European Women's Lobby (EWL) congratulates the Portuguese government and the Portuguese Platform for Women's Rights, its member organisation, for this great achievement. In total, the Convention has been signed by 30 countries, out of the 47 Council of Europe members. The Convention has been ratified by 4 countries; but we still need 6 more for the Convention to enter into force.

The EU Members States lack far behind their non-EU neighbours: three out of four countries that already ratified the Convention - Turkey, Albania and Montenegro - do not belong to the EU. In the EU, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Hungary, Ireland, Latvia, and Romania, have not even signed the Convention.

The Istanbul Convention represents the first European binding text to focus on many forms of violence against women. Its aim is to prevent violence, protect victims and prosecute the perpetrators. The Convention promotes substantive equality between women and men and an international cooperation whilst providing support to organisations and law enforcement agencies to be able to cooperate within an integrated approach. This is why we need the Convention to enter into force as soon as possible: the EWL calls on all EU member States to act and ratify the Convention. The EWL would also like to see the EU ratify the Convention: this would represent a first step to action by the EU on male violence against women. (to learn more about recommendations for the EU Strategy on Violence against Women read EWL position paper)

The Istanbul Convention is the first European binding document defining rape as a sexual violence. Since there are already 20 EU Member States that signed the Convention, the experts of the EWL Observatory on violence against women decided to analyse and compare the Convention's definition of rape with the national regulations in the matter. The outcomes of their work, which are comprised in the EWL Barometer on Rape, will be presented on the 18th of June 2013 at the European Parliament in Brussels.

To learn more about the '2013 EWL Barometer on rape' please come and join us at the launch meeting on tuesday morning !
